Awarded Contracts


Every year, a wide range of Canadian and international firms are awarded contracts with Waterfront Toronto to provide an array of goods and services.
 

As part of its commitment to transparent reporting, Waterfront Toronto posts all pre-qualifications and contracts with a value over $50,000 publicly. These contracts were awarded in accordance with Waterfront Toronto's procurement policy and are listed below. All contracts were competitively sourced, unless labeled otherwise.

 

Since inception, Waterfront Toronto has refrained from sole sourcing contracts. We continuously develop more rigorous policies than those required by governments to limit sole sourcing. Certain single sourced contracts awarded by Waterfront Toronto are for professional services as defined in the Procurement Policy. Please refer to Section 7 of our Procurement Policy.

 

For its large construction projects valued over $5,000,000.00, Waterfront Toronto’s Director of Procurement and the COO determine a delivery and contracting methodology and fee structure.

 

Construction Management Services

 

All chosen construction managers (CMs) are bound by Waterfront Toronto’s procurement policy. The CM is overseen by Waterfront Toronto and awards contracts on Waterfront Toronto’s behalf.

 

EllisDon Civil Ltd. is the firm providing construction management services for Port Lands Flood Protection and Enabling Infrastructure (PLFPEI) project.
 

PLFPEI is a seven-year, $1.25-billion effort to protect Toronto’s southeastern downtown from flooding and unlock the potential for new neighbourhoods and employment areas in the Port Lands Construction management services on this project involve:

 

  • Excavating a new mouth for the Don River in Toronto’s Port Lands area
  • Constructing major municipal infrastructure
  • Constructing significant parkland and natural greenspace
     

Eastern Construction Company Ltd. is the firm providing construction management services for Quayside and Related Infrastructure project.

 

Quayside is a 4.9-hectare (12-acre) area located at the foot of Parliament Street and Lake Shore Boulevard East within walking distance of Toronto’s vibrant downtown core and intended to be developed as a mixed-use community. The Quayside construction management services on this project involve public realm and infrastructure on the Quayside lands, the Queens Quay East corridor through the Quayside site, Parliament Slip (subject to funding), and Lake Shore Public Realm.

 

PCL Constructors Canada Inc. has been selected to provide construction management services for the Broadview Eastern Flood Protection Project.

 

The Broadview Eastern Flood Protection Project (BEFP) will address riverine flood vulnerability to 8 hectares of urban land just east of the Don River, south of Eastern Avenue and north of the Metrolinx railway embankment. The Broadview Eastern construction services on this project involve flood protection, necessary to lift the area from the Special Policy Area and support key projects such as Metrolinx's East Harbour Transit Hub, Ontario Line, City of Toronto's Broadview Extension as well the Cadillac Fariview's East Harbour Transit Oriented Community.

 

mform Construction Group Inc. has been selected to provide construction management services for Waterfront Toronto's move to its' new office located in East Bayfront.

  

Master Design Work

 

To ensure that the waterfront projects deliver excellence in design, architecture and public space, Waterfront Toronto holds international design competitions and/or rigorous Request for Proposals processes to select design partners.

 

As a result of these competitions and processes, several world- renowned firms have been selected as "master designers" for waterfront precincts. In addition to the original design concept, the design partners are responsible for working with Waterfront Toronto on the ongoing planning and design phases of the project including any required work on environmental assessments.

 

  • West8 + DTAH, won the Central Waterfront Innovative Design Competition in 2006 for the central waterfront including East Bayfront and Queens Quay
  • Michael Van Valkenburgh Associates, who won the Lower Don Lands Design Competition in 2007, is our design partner for the Lower Don Lands which includes the Portlands Flood Protection.  
  • KPMB Architects, West 8 and Greenberg Consultants Inc. were selected as the winning entry for the Innovative Design Competition for the Jack Layton Ferry Terminal and Harbour Square Park in 2015. 
     

Audits

 

Waterfront Toronto is audited by various levels of government from time to time. Past audits found that Waterfront Toronto is compliant with all federal policies as well as with its own procurement policy.
 

In 2018, the procurement process was audited by the Auditor General. Recommendations were made in the report which Waterfront Toronto has taken every effort to ensure they are met and implemented in a timely manner.
